Power Mobility Device Batteries in Frisco

San Francisco just adapted its fire code in connection with power mobility device batteries, using lithium-ion chemistry. A report in San Francisco First on March 9, 2024 summarized the situation, advising residents what to do. This is part of a growing trend as citizens demand protection, during a surge of battery fires in U.S. cities.

Frisco’s Definition of Power Mobility Device Batteries

The San Francisco Fire Department (SFFD) fire code amendment (see link below) introduces the topic by recalling recent lithium fires. These events are difficult to extinguish, it explains, and tend to simultaneously ignite (flash over) other combustible material in the area.

Hence the amended fire code gives additional attention to charging and storing power mobility device batteries using lithium-ion chemistry. It defines these devices as ’having the primary use of transporting people’, including electric bikes, scooters, hoverboards, and skateboards.

The San Francisco Fire Department Code Amendment

  • The new addition to the code EXCLUDES wheelchairs or other devices for persons with disabilities, and applies to lithium-ion batteries only.
  • Reassembled or reconditioned lithium-ion batteries are particularly prohibited in the new regulations. These stipulations do not allow any exceptions.
  • Batteries that are dropped, cracked, or in an accident must undergo careful inspection. Those that suffer damage may not be used.
  • Damaged, used, or otherwise un-serviceable batteries must recycle through one of San Francisco’s official battery recycling points.
  • Power mobility device batteries with safety certification means they comply with one of the following:

– Underwriters Laboratories (UL) standards UL 2849 or UL 2272.

– European (EN) standards EN 15194 or EN 17128.

– Other safety standard of an accredited laboratory, approved by SFFD.

  • No one may store or charge more than four safety-certified power mobility devices in a single dwelling.
  • Persons charging five-or-more devices shall install fire safety systems including smoke detectors, and space the mobility devices three-feet apart.
  • Extension cords and power strips are prohibited. All devices and their batteries must connect directly to wall outlets when charging.
  • All personal mobility devices must charge strictly according to their manufacturer’s instructions, using original chargers and batteries.

We’re happy the new regulation excludes wheel chairs and other disability-assist devices. However, we do recommend treating their batteries carefully at all times too.
